Don't start here!
Can you identify specific performance gaps? What solution will best close those gaps?
Does a root cause analysis or performance analysis reveal a systemic problem?
Will training solve the problem?
How will you measure business impact? Metrics and KPIs?
The result must be specific and measurable; the best term is verifiable.
This is why you don't start with development.

So let's assume you've completed your detailed analysis, design plan, and learning objectives...
Development
Do the quiz questions and learning activities match the objectives?
Is the content presented in learnable chunks and in a logical sequence?
Are there engagement activities and knowledge checks support to each chunk?
Do the topics have a coherent sequence and tell a relevant story?
Any unnecessary content? (need to know vs. nice to know)
Are all key concepts covered more than once? (spaced repetition)
Have you created any adjunct materials to reinforce the content?
Do the activities support on-the-job performance?
Have you built in enough time for learners to practice and demonstrate the application of skills?

Continuously evaluate your development to see how it's lining up with adult learning principles. Adult learners like to:
See “what’s in it for me” (aka WIIFM)
Discuss topics and be engaged in two-way interactions
Get involved and try things out for themselves
Attend short and informal sessions
Get minimal, but meaningful content presented in a logical, organized way
Experience how things work and get plenty of practice
